How to transfer to UGA after one year?

Im a freshmen at a local university in Georgia. I will have 30 hours of transferable credit by May 1st but the UGA transfer application says you must have 30 hours by April 1st. The junior requirements say you must have 60 credit hours by the deadline. If i came into college with no AP credit, how will i ever have enough credits by the deadline? The most credits i can take during the summer is around 6 (school policy). Is it basically impossible to transfer into UGA if you have no AP Credit?
